everyone who doesn't follow the rules will be deported to the country which will be established next to us.
also, only four people live there because otherwise communism wouldn't work. we have an excellent defensive system though, we've got a big, hidden bunker in the middle of the country and everywhere are nuclear explosive charges buried in the ground. we let them invade and remain in our country until civilians come and try to establish homes before we nuke the shit out of them. Hopefully many will die. Will teach them a lesson about invading a country led by four people.
