The non-European minorities you see in that pic were merely foreign men who were allowed to enlist because they were cannonfodder in British and French colonies, where the Germans wanted to create convulsions and instill rebellion. Non-Europeans NEVER made into officials, and were not instructed in Nationalsozialismus ever.
The Führer is clear on his opinion regarding negros (he calls them "half-apes" in MK). He is clear regarding jews. He is clear regarding slavic Untermenschen. If NS were not an exclusively German thing, then these other races would be able to adopt the system, but no. Stop trying to make it palatable to lower races because you want it to have more support.
