Im thinking that much the same way light moving through different mediums can change wavelength it will do much the same throught the chaos, causing them to be nearly impossible to use radio for communication. Also the precise measurements of Voltage and Amperage needed to make electronics function would occult wildly because many of the universal constants would change. This way the only electronics that may function would need to be built to withstand overloading, overheating making them large, bulky and heavy.
