bear with me, I hope I can explain it.
Consider pulling back a pendulum and letting it go.
It starts off in a state near to you, then it's in a state far from you, then it's in a state near to you again.
But that's a function of it's velocity.
it starts off in a state of moving away form you, (then very briefly, it's not moving at all), then it's in a state of moving towards you.
But that's just a function of the acceleration.
it starts off in a state accelerating away from you, then it changes to a state of accelerating towards you, then changes to a state of accelerating away from you again.
And so on...
If you take a snapshot of the pendulum, you could see the position state only. If the pendulum also had a speedometer, you could see the position state and the velocity state only. The idea of the meta-state is to account for all kinds of states and viewpoints as one encapsulation.
