EVIL + TIME = GOOD
God gives people commands, however what we chose to do is already decided by him before we even do it.
God's plan includes people committing sins,
Consider the crucifixion of Jesus. Murder is a sin. God tells us not to kill. Now imagine if we obeyed the command to not kill, then Jesus would never die and we would all be dead in our sins. It was God's plan that man sin and kill Jesus, it was God's plan that the Jews and the Romans (and ultimately everyone) would murder the son of God. The ultimate evil in history, was planned out by God. What men meant for evil, God meant for good.
Consider the Jews rejecting Jesus, that is a sin, and yet it was God's plan that the Jews reject Jesus and so that Paul could administer his gospel to the nations. To this day God is hardening the hearts of the Jews so that they do not believe. if he did not do so they would believe and repent and God's plan would be foiled.
Consider Pharaoh, God sends Moses to tell him to let his people go. To not obey Moses is a sin. God then hardens his heart so that he does not let the Hebrews go, and then Punishes Pharaoh for not obeying the command. If God does not harden Pharaohs heart then he would have let the Hebrews go.
Consider the Law of Moses. God tells people to obey his commandments or else. God then does not give people the strength do so. He puts in them a sin nature that causes them to be unable to stop sinning. The only person who could complete that Law was Jesus. It was Gods plan that no one could keep the law, in fact he made the law so that sin would INCREASE. So that people would be dependent not on their willpower to keep the law but on GRACE. (Romans 5:20)
