In the U.S. in the 90s there was a mainstreaming of porn and a pornification of the mainstream. Actresses posing for Playboy, pornstars and nude models on TV, etc.
I think we would still be headed in that direction if the internet hadn't made all that obsolete.
As for some sort of agenda, while it's perfectly natural for young boys to want to see nekkid chicks that doesn't account for all the cuck / tranny / other weird fetish porn. Maybe it's from desensitizing, maybe it was planned that way.
