I think subsidizing privatized competition for the actual teaching part, and letting states just handle facilities management, would be the way to go. Let parent groups directly hire the state licensed teaching staff they think are best based on proposed lesson plans and whatever other insane criteria they come up with, but still use state run education centers as classrooms.
