Luke 23:42 is the thief on the cross asking Jesus to save him (a sinner's prayer) because he believed on the Lord Jesus Christ.

confessing your belief of the gospel through your mouth is a natural thing to do for sinners that believed on the Lord Jesus Christ. it's similar to how a healthy baby cries out loud after the birth. when a person is born again, they WILL call upon the name of the Lord.
when sinners read the gospel tract and get saved, they will call upon the name of the Lord even if that gospel tract didn't use Romans 10:13. but what you're doing is that you're totally denying Romans 10:9, 10:10, and 10:13 as salvation verses which is on par with denying John 3:16 as a salvation verse.
