Objectively, the most attractive eyes have an iris with a dark outer limbal ring with lighter interior. This contrast is what gives certain people very beautiful eyes that seem to "pop" and be more intense than others. Almost every movie star and model has eyes like this.
Blue eyes allow the greatest contrast between the dark outer limbal ring and the rest of the iris. It's much harder to see a distinct limbal ring when someone has dark brown eyes.
Central heterochromia (different color around the pupil compared to the rest of the iris) will also help to make the eyes pop due to the contrast.
