Yes, both Muspelheim and Niflheim come from the Creator, but it was the Gods who established Order.
The original hebrew biblical conception of angels (Malakhim) and the modern conception of them is not really the same. Angels as winged watchers and guardians comes from the pagan Disir (I forget the Roman name but they had this concept too)
