You can't literally have time zones for seconds or minutes, even though that would actually be more accurate and true. Anyone that is further west of the sun will always have a later sunrise, no matter how far the distance. You're right, the lines are not precise, but they're based on the relative position of the sun.
I literally linked you an ACCURATE diagram/map of how the sun illuminates the earth's face. And how it can work on a flat earth. That's simply true.
