It's literally a trial and error kind of approach to find out.
Taiwan obviously is the premiere geographic spot. The US, where it has been tried so far isn't. Seems like Japan (the spot they are at there) is capable.
Think about it. If it weren't true, why would the Dutch want/need to export their equipment. If there weren't these restrictions, the Netherlands would've become the hotspot that Taiwan is nowadays.
