They are most likely not, at least if we have the same notion of "hell-bent ones." I would go several experiments (ideally city states, but arguably larger if the need arises due to competing hostile powers or economies of scale) with different hierarchies that more or less aim for aforementioned principle under different philosophies. I think it is a way of putting in practice the epistemic humility needed to not fuck up everything for everyone as we have seen repeatedly play out in the past, particularly under totalitarian regimes.
