well it's not that it's forbidden for anyone to wear нocии, it's just that most people never have occassion to. but in something like a wedding, it's possible if the couple decides, to have the bridesmaids and groomsmen wear нocии, it's just that it's unusual.
never looked into prices though. what kind of accessories are we talking here? we don't really have any i can think of. some really formal ones here will have extra decorations like belt buckles and necklaces and tiaras but that stuff is extremely rare and it's definitely only used for photo ops and extremely formal shit like concerts and isn't the norm
from what i know, national dress like that was considered formal dress in the past too. for everyone at first and then just for ruralites when suits and tuxes became a thing.
