In fact, the most European peoples we know of (WHG or Western Hunter gatherer) were not white skinned, and quite brown. Nevertheless they had light eyes.
Light skin genes came in from the Middle East and Central Asia, and were selected in modern Europeans (who are racially mixed) via a dairy/grain based diet.
