>>16981791houston is especially bad because the oil companies control the city. every building is required by law to have a minimum number of parking spots required. they're also very strong at getting public in the city killed or delayed for decades. things are getting better-ish though since developers are just putting buildings on top of parking garages and using the lower levels for shopping/retail which is incentivizing a more walk-able city. pic related: you can see alot of buildings are built on top of parking garages.
