Oh, as for the term "Victimless Crime" it's not saying the crime is magically good, it's a fucking classification of CRIME that affects the state not another individual directly.
Like how if someone ignores papers and gives an Irish man whiskey, it's a victimless crime, but the Irish man will still get drunk and punch a baby or something in his greed and lust for making his surroundings as shitty as possible.
