It's hard to surround stones if your opponent gets to play right after you, right? So make sure you're getting as much profit as you can while they waste stones not being captured. "The surrounding game" is it's literal translation, but it's more like "the balance game." It's a dichotomy of everything.
Attack, defence.
Stone, wood.
Circle, square.
Aggressive, passive.
Fast, slow.
Weak, strong.
Territory, Influence.
Everything has to be in balance or your opponent can exploit what you have missing.
