Are lobies frequently open?
I used to play lots of hoi4 multi, and it was more or less a 50/50 chance of the game being fun or not. I was never good at the game, so I played more singleplayer with 20+ mods on to the point where the game couldnt even run properly by 1940.

The dlc isnt needed in hoi4 either, but thats only because of the abundance of mods

Mine would be vicky 2. I played that game every day when I was still in high school.
Now that I think about it, not much has changed from then.
