He sincerely appeared to want to be a good guy, in at least ways that he would understand. I think Mace Windu's confrontation with Palpatine truly set off his Dark Side nature, and drastically altered his appearance to look around one hundred years older, yet in Episode VI, I could still feel the more approachable, warm-hearted Senator and Chancellor of years gone by. There was still some of that in him, despite the Dark Side as the predominant element by that point. Perhaps Luke could have attempted to engage in a Force-centric conversation, and helped Palpatine (and Vader, without him necessarily having to save his son from the Emperor) and on his way to redemption.
