Illinois has by the most bituminous, or high energy coal, of any state in the US. Montana has the most coal but it's mostly subbituminous. So in terms of calorific value or energy content, Illinois might have the most energy under its ground of any US state.

77 out of 102 counties in Illinois have mined coal since the 1600s, and Illinois is where coal was first mines in the USA, but 17th century explorers. So at least three quarters of Illinois counties are coal bearing.

Simple solution: import more American thermal coal. The Illinois Basin has very good thermal coal, though somewhat high in sulfur, that can be barged down to the Mississippi for international shipping.
America could supply all the power resources China needs. Doing so would decrease our trade deficit and make China dependent on us for their basic energy needs.
