Corporations own everything and are the sole deciders on who gets something or who is allowed to use something. Contracts and lobbying will ensure that "nothing is against the law".
And it will work, because corporations don't have to enforce it, normies will gravitate to them on their own. The zoomer generation is the most frightened generation there ever was and they fear responsibility the most. The moment a corporation tells them "sign here and all responsibility will be gone", they'll do it, the same way they give away freedom and privacy on their own "because it's more comfortable".
This is basically the stuff of early Cyberpunk novels but the authors believed corporations will need to take it by force. Even science fiction writers wouldn't have believed that people will do it freely.
