The Bishops and their political/ideological ambitions are a much greater problem in the West than the Papacy. People shit on the Papacy because they expect the Pope to go down defrocking/excommunicating everyone, in other words, they care more when the Pope does not act than when he does.
Francis is a weak Pope who doesn't want to be seen as an absolutist ruler, he doesn't want to use his Papal powers, he wants to be a moderator, like he was in Argentina when he was the Archbishop of Buenos Ayres dealing with the military Junta government and the opposition.
Of course one can raise the SSPX/Lefebvre argument against the VCII and its Popes, but this is another more complex argument.
