dunno what op is talking about, japan is pretty peaceful even these days, sure the tourist traps have started to pile on trash, but only cuase recently due to the mass tourism they've only talk about increasing the amount of bins around which is largely a logistical issue because of how fast morning crews have to clean it all up with generally smaller dump trucks
