My theory:

A higher mean/average IQ is good for a stable economy and civilization.
A low IQ is bad for it. Even if there were a few geniuses, the environment does not allow for great progress.
But a good mean IQ itself also is not sufficient without geniuses, as Mongolia might be an example.

I guess this shows a higher mean IQ is less important than a few very intelligent people that stick out and create some weird shit. A high mean IQ is important for a stable and content civilization that progresses slowly but steadily. But for fast and "disruptive" technological advancements only a few gigabrains are necessary, people that understand stuff others all the other do not (yet). And the point with Musk now is, that Indians might have a lower mean IQ, but there likely are some very intelligent guys and he wants all of them as well as people of other nations.
