If it WAS his company (or the one he represented)...this warrants a look to see if there was a proper bidding process before the contract was awarded. During my years in urban forestry, I was the one who handled our bid proposals, from receipt to finally presenting our bid. The process is a complex one, requiring knowledge of local codes and laws, consultation with various local government agencies, and utilities, being only part of what needs to be considered before you can even figure the costs you'll need to carry until completion, and inspection pass, allows payment.
While I don't see myself able to find this contract and related job orders, all of the initial bids received would be on record, as well as every filing for the job.

However, now as I'm think-writing, I must wonder if this was awarded simply via handshake, followed by new corporation entities filed, monies forwarded to start via some congressional bill, with (Jim Biden's) 'corporation/s' becoming the contractors, who go on to hire subs. There's a good deal of financial wiggle-room then to cook things on paper...and make certain people rich.
▪I'd suspect there are Congressional records to fill in the most important blanks, meaning, the chain of entities from Bill proposal to construct these cage facilities, to who approved the company given the contract.
