And it depends. I think that you need to have it planned out beforehand only if you study medicine, which I don't. Those guys also have to apply sooner for some reason. Also there's two kinds of masters degrees: taught and research based. I'm guessing that those who choose the latter need to have it planned out no matter what they study.
