For terraforming you have 2 choices: Either don't settle the surface, and instead bombard it for hundreds of years with icy comets looted from the orbit of Jupiter or the Asteroid belt to make a proper atmosphere + hydrosphere.
Alternatively settle the surface, build domes whenever you want more living space, be happy.
I highly doubt I need to get into food production systems and such in this thread, no one would care.
