https://support.google.com/googleplay/answer/9077312>Earn points for purchases of digital content, in-app items, and downloads from the Google Play Store.>Use points to get discount coupons, in-app items, or Google Play Credit.as for how many points they get per review, no idea, obviously as you could guess it would vary, for example you can earn the points through completing surveys as well, and those surveys are basically questions advertisers want answered by particular demographics, so different demographics' answers are going to be more or less valuable depending on the demand, similar concept with youtube adsense, it's not just the age gender education etc of your viewers, it's the content of your videos, which speaks to the interests of the viewers, last i checked the highest-paying video category was investing/finance, there are plenty of youtube videos that are candid about that kind of stuff, anyway for the reviews it could depend on how many reviews a place already has, maybe google wants to entice you to be one of the first people to review a place so they can have a more comprehensive database, maybe google increases your rate if you're an early reviewer and a lot of other people give a similar score, since the algorithm would consider you a "reliable" reviewer, maybe local establishments can cut a deal with google up their review bounties, we can go on and on and on but i'd be surprised if you regularly get more than a few cents per review at most
