Moe literally just means characters in visual novels, anime, Japanese games or manga (usually female with exceptions) that invoke or trigger an emotion of admiration, fondness, love or protection in the audience. Western anime fans (usually the type that only watch entry-level shonen anime) didn't like that there was an abundance of slice of life anime booming between 1998-2010, saw the term moe being thrown around and literally just lumped everything that looked cute or starred girls doing mundane things as moe.
