idk it's very weird. the instruction is structured such that it describes all locational relations as prepositional phrases, explicitly presenting XはYのZです as the way to use them. 近く is derived from 近い though i'd imagine so i would expect that usually it's used differently from stuff like 上、前、右、but the book categorizes it as identical for now
