The script can't set flags with empty regions, so it doesn't send any. Some people already have bantflags set, so if the script remembers those it can send flags.
It looks to me as if the setter can't find the flag_list.txt inside the root flags directory, the file lists countries that all have a corresponding directory in the flags directory.
Just as in the original extraflags repo.
