A small collection of elites takes everyone else hostage and makes them slaves. Over the centuries it was discovered that enslaving people is difficult, dangerous, and not as productive or lucrative as turning people into serfs - that is, give them more allowances as hostages and promise them justice at some future date that never arrives. A series of revolutions and coups and take overs where old civilizations collapse and new more 'free' societies prove to be more lucrative and efficient for the elites occurred over and over in history. America has always propagandized the idea that their civilization is the 'most' free, that is, it allows the serfs the maximal amount of allowances while still maintaining the status of the elites effectively owning them.
It's not freedom. You were born free, you don't need a fucking government defining your rights or freedoms, you can already do amazing things with or without elite permission.
This 'deal' with the few humans not afraid of their innate power and ambitions giving their weak and sheltered children superior status to everyone else is because humans, in general, are afraid of themselves and what they can do, they WANT to be slaves to their 'betters' but their pride alone keeps them from always obeying the elites they empower. So a system of bloodless revolutions through truncated and explicitly rigged 'democracy' replaces emperors and their slaves, kings and their serfs, robber barons and their employees, etc.
