Is there upward mobility at your job?
If not then you need to start padding your resume with useful skills and hunt for a new job.
What skills does you boss possess that gives them their position? Can you learn those skills and put it on your resume? Try helping your boss with his day to day and he will start sharing those skills.
If there is room for advancement at your company then volunteering for projects and working overtime are a great way to get more hands on knowledge of processes and skills you wouldn't otherwise get. These can also be added to your resume to improve your chances of finding a better job elsewhere.
You should dedicate at least 50 hours a week to a career that you can advance in, if it's a dead end or stepping stone then keep trying to find a new spot.
Moving to a new city or state can open up alot of career opportunities to you as well and should be considered if possible.
