Basically the Air Force has been in control of the eye program since the 1940s and they have refused to share. With the creation of the space force, the three letter agencies wanted in on the game but the Air Force told him to go fuck themselves.
The CIA responded to this shutout by sponsoring a supposedly grassroots organization (TTSA - to the stars academy) whose aim is to force disclosure. Several retired CIA officers sit on the board for this organization, plus they helped to produce the recent documentary “the phenomenon” which is extremely slick. Basically the CIA is leaking info to this group to force disclosure, which of the Air Force still does not want.
