this is an inertial frame of reference. light speed is not "relative" to the frame of reference, that would be classical galilean relativity, the speed of light in a vacuum is the same in all frames.
You didn't even give any kind of mathematical hypothesis here. The light is going to take 1+(1/c)/(1-(1/c)^2/c^2) seconds to get to Godzilla. The lorentz contraction is pretty much pointless because the value of this is so minute that it's basically 1 second. I don't know when the building is supposed to have hit the ground and where, but this is not a quantum problem, there is a fixed solution common to all frames.
