There were large boulders berried in the sand, that people dug out, and began to stack. The water made balancing easier, but currents underneath constantly threatened to topple the towers. After a while, there were spires that reached the surface. They were constantly knocked over, by currents, accidents, and mischievous children. They were always reconstructed within an hour. I built a few myself, diving down, holding my breath to life a rock that I would never have been able to carry on land, and swim it to the top of a spire, again and again and again. It was always beautiful swimming there, like flying through some alien city of stone. This is something people put an unnatural amount of effort towards completely naturally. see
