They used to build houses, but now they build flats because you can only sell a house once, while you can sell many apartments. We used to have a 30 year-long moratorium on selling land to the foreigners, so there used to be a million vacation homes. Now they're selling them. There's an entire regional group of people (Dalmatians, like the dog breed), who don't work, they just sell their ancestral homes and build said flats on the fields their ancestors worked on before the 1990s. Construction jobs are popular because you get paid minimum wage+1000€ behind the counter. This way you earn a quick buck, while sacrificing your health and your retirement fund because the less you earn, the lower your pension is. Sick people retire early. Tradies get sick early. Government programs only include roads, places of culture and worship for minorities, and rebuilding the homes of the victims of 2020 earthquakes.
