For the most part. Most medium to small towns rely on gravel bed filtration plants, which essentially is a gravity powered process, but you need working generators to pump the clean water up the water tower for distribution. So worse case someone has to make sure the generators have fuel. Large city-centers and metropolises, yeah you're fucked.
