The rare flap we call vestigial "tails" in some people is in the wrong location on the pelvis for it to be an "evolutionary remnant" of an "ancestrial tail" and there is no cartilage within it etc.. If you only are born with 2 fingers with bones (ectrodactyly) in your hand you don't get 3 other flesh flap "fingers" that are missing bones, skin does not work that way and we would not call them fingers if it did, they would be empty skin flaps. The same way we don't call surgical skin flaps attached to FtM trannys "penises"
