Think about how the F-35 keeps being delayed and slowly turns into a weird overdesigned paperweight as the US Navy wants X, Air force wants Y, but worse because there isn't Daddy government to tell them to eat shit because he's the one paying.
Brits will want VTOLs to work with their carriers, France answers "fuck you, catapult-lets", Germany wants it cheap because their budget is ridiculous, and so on, only there's no exterior force to settle things and force compromise on one party.
If Europe tried to build a F-35 we'd have spent the last 10 years arguing and the plane would still juust be a crude sketch the interns came up with.
