As any fan of the series would know the NCR Ranger armor is iconic and the coat isn't even the main draw. It's the black breastplate they wear and what does it say on that plate? HOWEVER
With the most recent iteration of the Ranger armor in Fallout 76 you'll notice the most obvious changes like the lack of patches and numbers on the coat, color of the coat and helmet.
Did you notice the under armor though? What does it say? *CPD and no RIOT. To some it's a minor oversight that could me NCPD or SCPD but many are believing that this was yet another subtle hint from bethesda at the next location much like Zimmerman hinted at the Institute in a side quest in F3.
There is no armor like this found in Appalachia or in F4 and it's reflected in F76 that the police departments of the region weren't outfitted with riot gear. The most we find are retro 1950's revolver cop uniforms.
A clue can be found in the FNV dlc Honest Hearts where we meet Joshua Graham the "Burned Man" an alleged New Canaananite from Utah wearing an SLCPD SWAT vest. This implies the SLCPD and LAPD were outfitted with these special riot breastplates and vests.
Back to the location scouts with Bethesda. Since FNV Bethesda has been sending location scouts to places like Ogden, St. George and Salt Lake City but by the way bethesda builds their maps and chooses locations it's almost certain SLC won't be the starting city but the New Vegas of F5 so to speak. The character would start in Ogden learning about New Canaan and its people fighting the Legion and trying to integrate with the FOA and NCR.
