The true origin of the phrase 'bread and circuses' is from one of Juvenal's poems and relates to people enjoying 'bread and circuses' RATHER than performing their civic duties. The import isn't "we've hypnotised them not to take up arms" it is "stop watching that crap, engage in (local) politics".
