But they were still considered White. Nothing to do with being poor, plenty of poor Germans came in the 1800s and they were still considered White.
On your second point, Asians are being labelled "White adjacent" to exclude them from the oppression framework. It's not done to include them as a positive, but to take away the minority bonus points of modern America. It's more like the one drop rule, to take away the benefits of being White in past centuries.
