Small children easily die of exposure and have high pitch voices that be heard from afar.
You don't just stick them in some weird hole with a board. It would be a huge pain in the ass to get them in and out (especially since most kids are uncooperative.
You can bulid an underground house or shack cheap, but it's much easier to convert an existing dwelling.
This is a multi-billion dollar operation, not some bum fights thing in the woods.
