Even if they were decent enough chaps once, give them a position with a bit of power and it goes to their heads. They will immediately assume themselves like a czar, treat everyone like dogs with the greatest contempt, except the ones directly above them whose buttcracks they will slobber with great commitment. You read about this in the 19th century literature, in the reports of soviet times, and you still see it today. It's in their blood.
