Realize that conscious entities are prone to folly, vice, and delusion. Any conscious God is going to be severely flawed, and while there are likely plenty of them, they remain inferior to unconscious facts.
It's just logically impossible for consciousness to be superior to unconsciousness, because without unconscious fact, the consciousness has no baseline facts to work with and everything is 100% volatile and meaningless. It's nothing but random chaos until the conscious God uses his omnipotence to ensure that unconscious facts are superior to conscious whims, and at this point, the God is no longer omnipotent because his whims are powerless to change the unconscious facts.
