I would assume that for a long time people considered monarchies to be final form of government before liberal democracies came about. Nowadays some people are considering liberal democracies to the the final form of government but I think we're just making the same mistake as the people back then. Also people didn't think the world was progressing for a long amount of time, they just viewed it as more of the same.
