I agree with what you said in general: they do indeed admit things in subtle ways to morally absolve themselves. But that doesn't explain the difference between their treatments of aliens and other suppressed truths, and it does not explain why they go so far beyond "subtle admission", treading into the realm of "outright propaganda" (like X-Files).
