Without a clear command structure, he's just a warlord right now, but under a real organized leadership he'd be general material not emperor material. A bit rough around the edges that one. We need generals, they serve just as much of an important role as the higher leadership, if not a more important role. Start your warlord clan and accept that not everyone can be the highest mouthpiece. He will come, and honestly I'd rather be less known and more directly involved in what needs to be done.
